Captain Richard Schultz, U.S. Coast Guard Retired, who finished his more than 31-year Coast Guard active duty career in July of 2024, is the Senior Maritime Science and Coast Guard JROTC Instructor at Barnstable High School. He is also an alumnus of the Barnstable High School class of 1985.

Chief Warrant Officer Gordon Hart, USCG Retired, after nearly 25 years of combined U.S. Army and U.S. Coast Guard service, in August 2020, is the Maritime Science and Coast Guard JROTC Instructor at Barnstable High School. CWO Hart's military assignments had him stationed all over the world in various leadership positions throughout his career, as a Senior Enlisted member as well as a Chief Warrant Officer.

Coast Guard JROTC / Maritime Science Curriculum Overview
The curriculum includes coursework on leadership, civics, health and wellness, Coast Guard operations and history, nautical science, and teamwork. The curriculum is based on the principles of performance-based, learner- centered education and promotes development of core abilities: capacity for lifelong learning, communication, responsibility for actions and choices, good citizenship, respectful treatment of others, and critical thinking techniques
More important than “what” is learned in JROTC is “how” it is learned. Instructors are experienced Coast Guard personnel who provide invaluable inspiration, mentorship, and guidance to enhance whole-person development in the academic, character, and social/emotional spheres. As cadets advance through the program, they have the opportunity to grow as leaders and team members, assuming increased responsibility in their platoons, company, and battalion. The opportunity to hear from guest speakers, take field trips to local Coast Guard units, and develop strong bonds of friendship with other cadets adds to the fun.

Coast Guard JROTC / Maritime Science 1 (MS-1)
Grades 8-10 | Multi-level | 1 Credit
This course introduces the Coast Guard Junior Reserve Officers’ Training Corps (CGJROTC) program / Maritime Science course and develops knowledge of the rights, responsibilities, privileges, and freedoms that underlie good citizenship. Students / Cadets receive basic instruction in oral and written communications, study skills, leadership, health and well-being, physical fitness, drill and ceremonies, government and service-minded citizenship, career planning, and Coast Guard missions, assets, and organization of the service. Some students / cadets will serve in leadership positions in the CGJROTC unit.
Students / Cadets will perform a variety of school and community service activities. Extracurricular opportunities exist in both individual and team competition initiatives (color guard, drill, academic, physical fitness, marksmanship (archery), seamanship, orienteering, and more). Other activities include field trips, military unit visits, parades, color presentations, and community service (e.g., school beautification, beach cleanups, flag placings), and socials. Students / Cadets wear a Coast Guard uniform one entire school day each week and as otherwise directed or required at specific activities or functions (uniforms are provided by the Coast Guard). Students / Cadets also perform drills once a week and participate in other physical fitness activities once or twice a week. There is no post-high school military obligation. However, the successful completion of two or three years of the Coast Guard JROTC / Maritime Science curriculum may entitle students/cadets to placement credit in college ROTC or enlistment at a higher rank/pay grade in any of the military services.
Coast Guard JROTC / Maritime Science 2 (MS-2)
Grades 10-11 | Multi-level | 1 Credit
Prerequisite: Completion of the Coast Guard JROTC / Maritime Science 1 (MS-1) course or new to program 11th graders.
This course builds upon the Coast Guard Junior Reserve Officers’ Training Corps (CGJROTC) program / Maritime Science course and topics introduced in the MS-1 course. Students / Cadets will demonstrate knowledge of the ethical values and principles of good citizenship and perform learned leadership skills. They will also be introduced to maritime history, nautical science, oceanography, meteorology, and astronomy. Students / Cadets will demonstrate an understanding of the evolution of maritime sea power and America’s sea power history from the American Revolution to present day, primarily from a maritime sea-service perspective. Some students / cadets will serve in leadership positions in the CGJROTC unit and assist in some instruction presented to MS-1 students. Participation in school, community service, individual and team competitions, extracurricular activities, and uniform wear outlined in CGJROTC / MS-1 will continue. There is no post-high school military obligation. However, the successful completion of two or three years of the Coast Guard JROTC / Maritime Science curriculum may entitle students/cadets to placement credit in college ROTC or enlistment at a higher rank/pay grade in any of the military services.
Coast Guard JROTC / Maritime Science 3 (MS-3)
Grades 11-12 | Multi-level | 1 Credit
Prerequisite: Completion of MS-1 or MS-2 or new to program 11th and 12th graders with at least a grade point average of 2.5 (4.0 scale) and high level of maturity to lead teams.
Students / Cadets practice problem solving and decision-making techniques while serving in leadership positions in the Coast Guard Junior Reserve Officers’ Training Corps (CGJROTC) unit. Instructional emphasis at this level includes oral presentation, military history and strategies, maritime knowledge, marine navigation, seamanship, introduction to military law and law of the sea, leadership, and more. These students / cadets assist in some instruction presented in the Maritime Science 1 and Maritime Science 2 courses and provide primary leadership to unit team initiatives such as color guard, drill team, academic team, physical fitness, marksmanship (archery) team, and other select activities. Participation in school, community service, individual and team competitions, extracurricular activities, and uniform wear outlined in CGJROTC / MS-1 will continue. There is no post-high school military obligation. However, the successful completion of two or three years of the Coast Guard JROTC / Maritime Science curriculum may entitle students/cadets to placement credit in college ROTC or enlistment at a higher rank/pay grade in any of the military services.
Coast Guard JROTC / Maritime Science 4 (MS-4)
Grade 12 | Multi-level | 1 Credit
Prerequisite: Completion of MS-2 and/or MS-3. New to program 12th graders may be eligible to enroll at the discretion of the Coast Guard JROTC / Maritime Science Department Head.
The Coast Guard JROTC / Maritime Science 4 (MS-4) course builds on previous leadership training by focusing on practical application through leadership positions and corps management. Students apply skills in leadership, management, and decision-making by planning and executing projects for the unit.
The course also continues to cover maritime-related topics, including leadership principles and ethics, maritime history, law, and the importance of sea power, nautical science, and other science, technology, engineering, and mathematics subjects.
These students / cadets assist in some instruction presented in the Maritime Science 1, 2, and 3 courses and provide leadership to unit team initiatives such as color guard, drill team, academic team, physical fitness, marksmanship (archery), and other select activities. Participation in school and community service, individual and team competitions, extracurricular activities, and uniform wear outlined in CGJROTC / MS-1 will continue. There is no post-high school military obligation. However, the successful completion of two or three years of the Coast Guard JROTC /Maritime Science curriculum may entitle students/cadets to placement credit in college ROTC or enlistment at a higher rank/pay grade in any of the military services.

Coast Guard Junior Leadership Academy (JLA)
The purpose of Coast Guard JLA is to develop deeper knowledge of Coast Guard missions and
skills, in a fun environment that builds leadership, teamwork, and confidence. This summer
program located at the Coast Guard Training Center in Yorktown, Virginia occurs over a 5-day
period usually in late June.
Students / Cadets must meet the following eligibility standards to attend JLA:
- Have completed at least Maritime Science 1 (MS-1) and Maritime Science 2 (MS-2) (some exceptions may apply) and be enrolled in Coast Guard JROTC / Maritime Science course for the upcoming school year
- Have demonstrated strong, sustained performance
- Be able to pass the Cadet Physical Fitness Challenge (push-ups, curl-ups, 1-mile run with a minimum total score of 3, with at least a score of 1 in each category)
- Have a desire to learn more about Coast Guard missions and skills
- Have the endorsement of the Senior Maritime Science Instructor (and recommendation for Platoon Commanding Officer, Executive Officer, or Squad Leader position, as requested)
Student / Cadets book their own travel to/from Norfolk International Airport via high school /
school district procedures. The Coast Guard will reimburse the school district for airline tickets. Estimated tuition is $100. Students / Cadets stay in the barracks, most likely four to a room, at Coast Guard Training Center Yorktown.
If traveling by air, Coast Guard provides transportation from Norfolk International Airport to
Coast Guard Training Center Yorktown and back to the airport.
Sign-ups for Coast Guard JLA will generally be available by 1 February, including signature on
the Medical Consent/ Release form.
National Flight Academy
Located at the National Aviation Museum in Pensacola, Florida, the National Flight Academy
(NFA) summer opportunity takes Coast Guard JROTC cadets on an exhilarating six-day journey
(usually the last week in June / first week in July) aboard the AMBITION CVT-11, where they will
immerse themselves in the life of a naval aviator surrounded by state-of-the-art flight
simulation technology. Throughout the week, their missions will get progressively more difficult while their skills in aviation, air traffic control, and aviation maintenance grow sharper. NFA is one of the most comprehensive STEM experiences in the country, where real world missions and flight simulation bring the science of aviation to life.
The Coast Guard covers the cost of tuition (two seats per high school). Through the proper
coordination with their parents / guardians and Coast Guard JROTC Unit, students / cadets are
responsible for acquiring, planning and paying for their own transportation to and from the
Naval Aviation Museum in Pensacola. There is a selection process to determine which two
cadets will be selected to attend NFA. For more information, including a parent handbook

Students / Cadets must meet the following criteria to be selected to attend NFA:
- Held or currently hold a leadership position within the Coast Guard JROTC Unit. This can include leadership within special teams (such as Color Guard, Raiders, JLAB, etc.).
- Currently a sophomore or junior in high school (will be a rising junior/senior).
- In at least their second year of program (for programs established before fall 2025), with intent to continue next year.
- Strong interest in STEM / Aviation (Flight / Maintenance) / Air Traffic Control, or related fields.
- Overall high achievers with natural leadership traits and high level of situational awareness; responsibility seekers.
- Exhibit core values of the Coast Guard and carry themselves in a manner consistent with the Coast Guard JROTC Cadet Creed.
Coast Guard Academy Introduction Mission (AIM) Program
Since the 1950s, more than 16,000 high school students have discovered the United States
Coast Guard Academy by attending the Academy Introduction Mission (AIM) program.
Exclusively for students preparing to enter their senior year of high school (current juniors),
AIM is now widely regarded as the most realistic service academy summer orientation program in the country.
AIM will test and inspire those interested in serving their country and humanity as officers in
the nation's oldest continuous maritime service. In six non-stop days, students immerse
themselves in Academy tradition and cadet life. The program is both intense and rewarding.
More importantly, AIM will help students discover if they possess the mind, body, and
character to succeed at the U.S. Coast Guard Academy in New London, Connecticut.
Traditionally, the U.S. Coast Guard Academy holds three in-person sessions each summer in
July, each lasting six days.
Students / Cadets must meet the following criteria to attend AIM:
- Going into their senior year of high school or secondary school (current juniors);
- No less than a 3.4 GPA (unweighted) on a 4.0 scale;
- Successfully completed Algebra II by the end of junior year;
- Successfully completed either Chemistry or Physics by end of junior year;
- Within 10 lbs of maximum allowable weight per Coast Guard weight and body fat standards (exceptions for football players);
- No less than 60 inches or greater than 80 inches in height;
- Possess U.S. Citizenship (dual citizenship is acceptable);
- Between 16 and 18 years of age;
- Unmarried, not pregnant, and have no legal obligations to support anyone including a child;
- Physically fit, in good health, with weight proportional to height;
- Of good moral character;
- Academically successful with demonstrated leadership skill and achievement outside the classroom; and
- Covered by family’s health insurance during the AIM session.
Common Disqualifying Medical Conditions
All participants will be required to sign a Waiver of Liability and Assumption of Risk Agreement
provided by the U.S. Coast Guard Academy prior to attending and participating in any AIM
events at the Academy.
